The Guanchao Cyber Forum, originally initiated by China Institute for International Strategic Studies (CIISS), China Institute for Innovation &Development Strategy (CIIDS) and Qi An Xin Group, was firstly launched in 2016. It plays roles of both think-tank and forum, aiming to builda cross-field, cross-cultural,cross-system and diversified communication platform in cyber domain to support a more flexible and efficientmulti-level dialogue mechanism.

Guanchao Forum has been held for three years, with participation of experts from or with background of government, academy, enterprisesand military from China, U.S., Russia, Europe, Malaysia, and Israel as a new joiner. The forum focuses on cutting-edge cyber issues andchallenges in this globalized and digitized era, including global governance of cyber space, regulation making for cyber space, cybersecurity, governance of cyber crimes, trans-border data flow, privacy protection, digital economy, artificial intelligence, etc.

The permanent theme of the forum is "Building Ballast Stone of the Global Village Together".
